MCTO was formed in January 2020 as a result of a merger between the Office for Reintegration Programs and the Transition to Veterans Program Office, within the Office of the Secretary of Defense (OSD), to establish and promulgate policies that support the successful transition and reintegration of Service members from the Active Duty military back into civilian communities, and to address challenges of the Reserve Component (inclusive of both the National Guard and Reserve members) and their families as they prepare for activation, deployment or mobilization.
