The Logistics Civil Augmentation Program (LOGCAP) is an initiative by the United States Army to pre-plan during peacetime for the use of civilian contractors to perform selected services in wartime and other contingencies to augment US forces in support of Department of Defense missions. TRG provided technical, financial, and logistics services assistance to the Army Sustainment Command in its oversight of the over $5 billion LOGCAP supply contract.
The challenges of acquiring goods and services in a contingency environment are immense and provide unique complexities in ensuring that end users are satisfied within the bounds of contract requirements. Additionally, programs such as LOGCAP face rigorous congressional scrutiny and reporting requirements to ensure that tax-payer dollars are spent prudently.
TRG deployed over 30 staff in multiple operating locations in Iraq, Kuwait and Afghanistan as well as Washington, DC and Rock Island, IL. Our resources worked side-by-side with their military counterparts to provide exceptional and continuous service to the Warfighter. Working as part of an integrated team, our Project Managers, Budget/Cost Analysts and Logistics Management Specialists implemented integrated logistics solutions across multiple geographical locations to improve performance, enhance efficiency, and incorporate systemic improvements to LOGCAP. Our support included initial proposal evaluation, award fee board preparations, economic/cost report analysis and review, requirements analysis, independent cost estimates, change order management, logistics support, and technical analysis.
