Department of Interior’s Bureau of Safety and Environmental Enforcement (BSEE), since its reorganization in 2011, oversees the offshore oil & gas development projects and has the important mission of promoting safety, protecting the environment and conserving offshore resources through vigorous regulatory oversight and enforcement. BSEE’s operations play a pivotal role in enabling the President’s energy strategy by ensuring that the development of the nation’s vast offshore energy resources is conducted in a safe and environmentally responsible manner. To achieve this mission, BSEE requires a robust Acquisition Management capability to ensure that it can efficiently and effectively procure necessary products and services to support its key programs and organizations.
TRG provided Activity Based Costing (ABC) support to BSEE through a comprehensive study on cost recovery and inspection fees collected by the Bureau. TRG assess cost recovery fees against the full cost to the bureau of providing these services and recommends cost recovery fees to BSEE for a given level of service. TRG developed an ABC model to re-baseline 8 BSEE cost recovery fees to ensure it covers the cost the agency spend on each service and complies with guidance issued by the Office of Management and Budget (OMB).
